The programs and projects provided must be designed to support educational services supplemental to the basic education of such children which must be provided by the State agency. Eligibility; State agencies directly responsible for providing free public education to children in institutions for neglected or delinquent children, or to children in adult correctional institutions, may receive grants. Goals and Objectives During FY 1984, the Department's principal objective for this program was the issuance of final regulations for State Agency programs under ECIA Chapter 1.conducted ten onsite State program reviews.
